What do you mean by "install packages not from Guix repository"?

If you mean packages not packaged in Guix, give a look to Channels [1].
If you mean install binaries not coming from the Guix build farm, you can
turn off the substitutes and re-compile everything yourself (then
challenge). See [2] and [3].

I think Guix has flatpak, you could try that.

However that's somewhat defeating the point of using Guix.  The proper
way to install packages not in the official repo is to use channels:
