Is there a program to convert a LaTeX document to a TeXinfo
document? (I realize that a perfect translator from LaTeX to TeXinfo
is impossible, but it seems as if for simple LaTeX documents, a
not-so-perfect translator is reasonable, but I haven't come across
one.)

I can't give you an exact reference, but a couple months ago Fred Drake,
the python documentation maintainer, wrote to bug-texinfo and said they
maintain their doc in LaTeX, but convert it to Texinfo.
