If you haven't purchased your solar panels yet, consider getting flexible
panels. they are not as cost effective $/watt, but significantly better in
watts/lbs, and come with mounting grommets. I imagine that the barge
cement previously mentioned would work well.

The plan we ended up using for our deck build was overly complex because it
was for temporary/ re-installable use. So I wouldn't recommend it for
