Police pour into streets of Malaysian capital before pro-Anwar protest

KUALA LUMPUR, April 15 (AFP) - 11:35 - Police and paramilitary forces
carrying automatic weapons poured into the centre of Malaysia's capital
Saturday, hours before a planned mass protest over the treatment of
jailed
ex-deputy premier Anwar Ibrahim.

No early incidents were reported amid the huge police presence to thwart

the rally, which has been declared illegal.

Authorities Friday arrested three leading members of the National
Justice
Party (Keadilan) founded by Anwar's wife in a preemptive strike before
the
planned gathering at the national mosque at 3 pm (0700 GMT).

They ordered four other leading Keadilan members including
vice-president
Tian Chua to report to them or face arrest.

Organisers of the protest, to mark the first anniversary of Anwar's
sentencing to six years' jail, are trying to bring in supporters from
across the country by train, light railway and bus.

Anwar, the head of an opposition alliance, says he is the victim of a
high-level conspiracy because he intended to expose corruption and was
seen
as a political threat to Prime Minister Mahathir Mohamad.

"The whole nation is like a police state," Tian told AFP by telephone.
"Mahathir is now employing the culture of fear to maintain his
position."

He said the protest would go ahead despite Friday's arrests. "We are
just
trying to find roads that are safe for us to enter the city."

At the colonial-era main train station officers from the paramilitary
General Operations Force, wearing green uniforms and crash helmets, were

stationed. Most toted M-16 rifles and batons while one had a tear gas
launcher.

About 12 police trucks and two dog units were parked outside.

A police Special Branch officer described the crowd as "normal"
travellers.

At the nearest light railway station to the mosque 15 policemen with
M-16s
were on duty. Other officers carrying rifles manned nearby stations but
did
not try to stop travellers.

Police trucks and water cannon were parked at various points. Roadblocks

were mounted on some highways to the capital.

Reinforcements from four states have been brought in but Hamid Mustaffa,

the police director for internal security, declined to say how many were
on
duty.

He told AFP the situation was calm Saturday morning. "We expect them to
gather in the mosque at about 4 p.m."

Rights groups in statements late Friday accused police of intimidation.

"The armed police officers stationed around the city have only created
an
impression that we are indeed living in a trigger-happy police state,"
said
Suaram in a statement.

It blasted the arrest of Keadilan leaders as a "cowardly act" to stop
people expressing their opinions.

The National Human Rights Society said the harsh reaction to a planned
peaceful demonstration violated the constitutional right to peaceful
assembly.

Deputy Premier and Home Minister Abdullah Ahmad Badawi said late Friday
police had been ordered not to use the Internal Security Act (ISA),
which
allows indefinite detention with trial.

"People will then say we are using ISA to fight opposition parties just
because we have the power," he said.

Abdullah said police must prevent any incident that could lead to riots.

"We don't want our people to live in constant fear, not being able to go

anywhere."

Mahathir has accused Keadilan of planning a riot.

Those arrested were Ruslan Kassim, Keadilan's information chief; Gobalan

Krishnan, deputy secretary of Keadilan's youth wing, and Mohamad Ezam
Mohamad Noor, youth wing chief.

Ruslan was charged with abetting an illegal assembly and remanded in
jail
for a week.

Seven people, including Keadilan state leaders, were arrested in
southern
Malacca state Friday as they prepared to attend the protest, the Star
reported.

It said police mounted roadblocks on all highways out of the state.

Anwar, sacked by Mahathir in September 1998, was jailed for abusing his
powers to cover up allegations of sexual misconduct. He is now on trial
for
sodomy.
