I believe the messages are in a separate jar. Download the jar-file(s) 
that corresponds to the message version(s) you are using. Add them to 
the classpath.
In your case it is at least the 2.4 messages.

for launcing the Simple Server here:
java -classpath hapi-base-0.6.jar;commons-logging-1.0.4.jar
