I found out you have to set lgsl to source half life 2 and set it to the query port not the connect port and it will show the KF2 server stats. Also if server ops servers dont show in the browser port 27015 is in use by something else change your query port in pc kf engine.ini and put queryport= at the bottom. I also noticed on updating the server sometimes it resets your admin password in command line so you have to fix it again. The server also needs a lot of directx files I had to install like 3 of them.
