Why not just detect what their cl_cmdrate is (I think it can be done), and if it's an insane value, boot them. Executing commands on them is useless, valve made it so you can alias over commands and probably cvars, making it impossible to execute commands on them if they aliased the command over.

AFAIK, there is not a way to enforce a specific variable on the client side. If there is, I would love to know and use it. What I have done on my servers is use mani mod, which lets you exec client side commands. Then I made a script which make all players on the server exec "cl_cmdrate 20". The
