When it to comes to GoldSource Valve only fixes critical issues, as in 
issues that can be used as exploits, client->server or server->client 
crashes, arbitrary code execution, etc.

Basically anything that could get Valve sued gets fixed. This is not one 
of those issues, so i figure they don't bother to look into it, possibly 
also out of fear that it might break even more if they do try to fix it 
(has happened before).


I'm sending my reply to some Valve employees as well, maybe one of them 
will notice this email and help out, always good to raise awareness. 
(Maybe also consider helping out with engine access if you folks see this)

To add to this I also don’t like having to upload my entire valve directory and 
installing HLDS just to add another work around.

While I don't deal with GoldSrc myself, I'm still seeing complaints from 
people about steamcmd not installing them properly on the first try.

This sounds suspiciously like a race condition.  Is there any reason 
steamcmd hasn't been updated to fix this?  I can't imagine it'd be that 
difficult to prioritize processing downloads forced by the 
app_set_config command first before starting the actual application 
update.  Particularly since for appid 90, this includes downloading the 
actual appmanifest files that tell steamcmd what to install.
