The problem we have always found is that to be fair you need to be
able to enforce an ALLOWABLE RANGE within which a CVAR can be set.
Thus far no mod that I am aware of can check to see if certain CVAR's
are set within what a server administrator considers to be a valid
range, especially when you

Why not just detect what their cl_cmdrate is (I think it can be done), and
if it's an insane value, boot them.
