Bandwidth isn't the problem. I've ran 24 man CS:S server, when it was full, no lag pings were fine. My network connection with the server is usually around 6mbs down/6mbs up. Also, Standard HL2DM limits you to 16 players, I took off that limit to see what would happen, and sure enough it goes

Why not just detect what their cl_cmdrate is (I think it can be done), and if it's an insane value, boot them. Executing commands on them is useless, valve made it so you can alias over commands and probably cvars, making it impossible to execute commands on them if they aliased the command over.
