Hi. To add to this I also don’t like having to upload my entire valve directory and installing HLDS just to add another work around.

While I don't deal with GoldSrc myself, I'm still seeing complaints from people about steamcmd not installing them properly on the first try. This sounds suspiciously like a race condition. Is there any reason steamcmd hasn't been updated to fix this? I can't imagine it'd be that difficult to prioritize processing downloads forced by the app_set_config command first before starting the actual application update.
