The source address appears to be a srcds server, probably spoofed to

My Linux TF2 Beta servers still crash on start, and have since
yesterday's first update yesterday.
Seeing as how there are only 7 Beta servers online, and none of them are
official Valve servers, I'm guessing this problem is widespread.

Normally convars can be seen by other people too, i am sure someone would be
clever enough to think of a system that does work. I don't think this "fix"
would be done over a weekend or so, but as long as they are busy on it that
would already mean a lot.

You realize what you ask for is more than just one convar, right? It's a
whole new scenario that has to be implemented. Not to mention, without
reworking the way the client discovers a group's servers, it would be
vulnerable to the same problem that exists now and solve nothing.

I have also asked in the past that we are able to set a password in the
steamgroup admin page which then has to be present in the server config for
it tobe added to the steamgroup listing but apparently that's to much like
hard work for valve to add 1 convar!
