*a)      **Role Description: *

·         The individuals in these roles perform difficult and specialized
professional work in all areas of mainframe, client/server and/or Internet
application development. The work is non-routine in that general policies
or procedures must be adapted or applied and new methods must be devised to
meet frequently changing or new situations. Typically, the objectives to be
achieved are set forth and the results produced are expected to operate
within the framework of established policies and procedures. These
individuals work under indirect supervision in the performance of the
majority of duties; decisions made are required to be in accordance with
general instructions, established methods and clearly defined precedents,
with unusual problems referred to higher-level professionals. The
individuals in these roles will be in frequent personal contact with
individuals outside the immediate work environment and execute difficult
planning and/or scheduling activities to accomplish goals and objectives,
which may include coordinating the work of other Information Technology
professionals.

*b)      **Typical examples of work include: *

o   Perform as individual or lead programmer for a complex system or
subsystem;

o   Coordinate the analytical and programming functions required to
develop, adapt, convert or maintain applications;

o   Provides leadership to several assigned programmers in difficult,
lengthy, or major projects that utilize advanced programming techniques or
support a complex, interrelated system that automates major technical
operations;

o   Coordinate programming activities with systems analysts and other
development staff;

o   Direct and conduct the preparation, review and revision of program
code, objects, properties and methods.

o   Perform analyses and evaluation of legacy systems database and program
logic;

o   Interview and consult with stakeholders concerning desirable changes
and perform comprehensive studies and analyses of stakeholder needs and
objectives;

o   Identify procedures and techniques to develop new systems or convert or
improve existing systems;

o   Following approved methodologies, develop detailed systems designs,
definitions, flowcharts, and procedures;

o   Following approved methodologies, develop and apply cross-checks and
auditing procedures to assure accuracy and reliable practices; determine
and correct deviations from specifications for complex n-tier, object
oriented applications.

o   Perform program coding, testing and implementation activities using
specified development languages and technologies; may serve as a project
leader of programming staff and coordinate program changes with
stakeholders.

o   Design and implements data conversion programs and procedures;

o   Develop and implement testing plans, programs and procedures.

*c)       **Education, Experience and Skills: These roles require:*

o   Bachelor’s degree in Computer Science, Management Information Systems
or related fields (or equivalent knowledge, skill, experience and mental
development)

o   Five or more years of progressive responsibility and experience in
application design and development with an emphasis on mainframe, object
oriented client server and/or web application development with recent
experience in the specified technologies;

o   Experience mentoring junior developers or experience as lead developer
on large projects with multiple developers.

o   Extensive knowledge of Information Technology concepts and principles,
the theories and functions of computer systems;

o   Principles and techniques of n-Tier, object oriented development;

o   Working knowledge of the methods, procedures and techniques of
conducting feasibility studies for system conversions and enhancements;

o   Ability to analyze data logically and exercise sound judgment in
defining and evaluating problems of an operational or procedural nature;

o   Ability to gain and maintain effective working relationships with
associates, vendors, clients, and others;

o   Ability to coordinate the activities of work associates to achieve
desired results; and

o   Developed oral and written communication skills to present technical
information to others with clarity and precision.

*d)      **Technology Platforms / Tools and Languages:*

o   Midrange Microsoft Platform: Client/Server (a) Visual Studio (VB.NET,
C#.NET)

(b) MS Access

(c) SQL Server and ADO.NET

(d) Reporting Services (Crystal or SQL Reporting)



o   Midrange Microsoft Platform: Web Development (a) Visual Studio and/or
Visual Designers (SharePoint Designer)

(b) ASP.NET (VB.NET and/or C#.NET )

(c) HTML, JavaScript and CSS

(d) MS Expression Blend

(e) SQL Server including SQL Reporting Services development and SQL Server
Integration Services

(f) MS Access

(g) MOSS 2010
