That's exactly the point. A fixed rotation goes havoc if this is not fulfilled.
And Hugin does not force this. So the easier point is therefore to disable
these additional rotation and relay that RawTherapee does already rotate all

I can rotate raw images quite well using dcraw: dcraw -t 90. Is there no ban on
image rotation for dcraw? However, dcraw does not allow fine tuning white
balance and other image development parameters.

In Hugins raw import the rotation is intentionally disabled.
Background: If the pp3 files of different files contains different rotation it
results in problems in Hugin. (So the images gets different lenses assigned,
which makes the default alignment more complicated.) So the rotation during
