I don't know. When I start hugin in fedora, which is 2010.0.0.5045, I
observe the following behaviour:
ad 1)
After startup, tab doesn't do anything.
ad 2)
When I click a tab, I can get to the buttons via tab, but not back to the
tab.
Ctrl-Tab/Ctrl-Shift-Tab doesn't switch between tabs.

I can not reproduce the issues: With tab I can jump from button/control to
button/control. If the focus is on the notebook tabs I can switch with
left/right buttons.
The menu opens with default menu keyboard shortcuts. Switching between tab is
done with View menu or Shift+F1...Shift+F9.

Shift+F1...Shift+F9 also works on OS X but only on the main window. If
e.g. the Fast preview is frontmost this combination still switches the
tabs of the main window.
It would be cool to have shortcuts for
- jumping tabs to the right and to the left in the front most window (Ctrl-Tab;
Ooops, Ctrl-Tab and Ctrl-Shift-Tab already work as expected :-) That is:
only on the main window if frontmost, doesn't work on the Fast Preview
window.

Yes, what you describe is true and makes sense.
For implementation, what lack are not the guidelines. It is the time to
read and implement. Patches are always welcome.
