I assume that your file names contains Non-ASCII characters. So rename your files to names with only ASCII characters and try again. This is a known issue (see http://wiki.panotools.org/Hugin_FAQ#Windows:_International_Characters_in_Path ). If that is not applicable, set status of ticket to New
