This is intentional. There were complaints about identify constant on.
Now it off, there are complaints about the opposite.

An obvious way is to make it configurable. But it seems that if
somebody has gone to the trouble of selecting them, they probably want
it, so I don't understand why it gets reset again.
As a workaround hold the control key and move the move. This will
temporarily activate the identify function on all tabs.
This doesn't seem to work for me. You mean move the cursor over the
image visibility buttons, right?
