The configure uses pkg-config to check for libxml2. All libxml2 installs we have seen so far contain all libxml2 headers. It seems strange to me that yours is incomplete. Mine contains 47 headers, and only 10 of them do not depend on libxml/parser.h, and those are only trivial things like list,
