The x86_64-w64-mingw32-gcc set are compilers written to compile code in the Cygwin64 environment that do not need the Cygwin64 dll to run (just like the MinGW environment). Please be more specific.
Are you saying that the Cygwin64 version of open mpi requires the Cygwin64 dll and therefore can not be used with code compiled with x86_64-w64-mingw32-gcc,

or is there some other reason it doesn't work? Can a version of open mpi be built using x86_64-w64-mingw32-gcc so that it will work with code compiled with x86_64-w64-mingw32-gcc?
