[IAEP] Google Season of Documentation

As per the motion approved during this month's oversight board meeting, I
have been the process of applying to Google Season of Documentation. I did
a first pass of filling out the application and I created a stub repo [1]
for the project on our GH account.

Next, I'll work on cleaning up the application and we can all work on
generating ideas for where we'd want to apply some technical writing to our
documentation.
