Secara logistik dan commercial mereka (PNG) diuntungkan dg teluk (New Guinea? ) yg mempermudah mengakses ke interior pulau ke daerah foot hill. Selain itu mungkin better fiscal term? Faktor politik, security dan sosiokultural dan above ground issue nya juga mungkin dinilai lebih baik oleh investor.
