I had the same problem a few weeks ago. IBMs recommendation was to issue the
following two uss commands:
chmod u+s /bin/fomtlinc
chmod u+s /bin/fomtlout
The command turns the set-user-ID bit on.

The user has the RESTRICTED attribute. In this case, UACC or ID(*) is not
honored. The user (or one of the groups he is connected to) has to be
explicitly permited. Check the profiles in the PROGRAM class.

I can remember (re)loading the exit and then zapping the RCVT with the new
address using Omegamon or a similar tool.
But I did it only in our test environment, so be VERY carefull. And the exit
was already active, so I'm not sure, if this really works in your case.
