On that note, I'd suggest Web 2.0 and Cloud Computing.
You can always set things up in WebSphere(apache even, perhaps?) with CGI and
use AJAX to pass messages, should be client independent even.

This looks like it might be an issue on the Java side then. I don't want
to hijack to the dark side(java), but how are you defining the
connection?
RESTRICLOWPORTS should only apply to whoever opens port 514 for
listening, not whoever connects to it.
