There was no ARC0745E and I've done everything I could think of to solve
this problem. Can anyone point me in the right direction?

Allocated an empty DFHSM.*CDS.BACKUP.D0003982 for each of the datasets
Given 10 extents, you might defrag the datasets or the volumes to
reduce the extent counts. Does not help this situation, but if it was
maxed out with 16 extents, you would be facing a problem.
