Is there another LPAR that was IPLed with the matching IODF?
Copy that IODF to this partition and try ACTIVATE with SOFT
If you are sure that this IODF you are using to activate is the correct,
write the IOCDS and:
ATCTIVATE one LPAR with FORCE and the others with FORCE

If so, you can do an activate from that LPAR.
