Yes, Apache POI (the Java API for Microsoft Documents) should be able to
create Microsoft Excel (.xls) format files on z/OS. It's a set of Java
APIs, of programming libraries. You would install and use it just as you
would any other Java APIs on z/OS. xlsx4j (docx4j) is another possibility
