I spent hours one time trying to figure out why my DC H'0' resulted in

One of our user who is trying to use &2 in SDSF screen to get auto update
he gets a message as 'Not authorised '. I do not see any ICH message as our
SDSF is controlled via ISFPRM and we don't use RACF.
How do we permit the usage of character & to the user ?
