If ICSF is active then zOSMF requires configuration to permit it to the RACF resource classes for ICSF (this is in the zOSMF config). Older systems can run without ICSF, but starting with z/OS 2.3 it is mandatory to run ICSF as it is needed to meet NIST certification for PKI. So in z/OS 2.3 it is
