As others have said, you have not shown a reason that you would
need to BYPASS(HOLDERR). If there is a need to BYPASS(HOLDERR),
it should be specific, as in BYPASS(HOLDERR(aparnum)).
You need to investigate the RACF JESSPOOL class. It's in z/OS SDSF Operation
and Customization.
