CPU/L in SDSF

We run up to situation that no one get any CPU for all users CICS, TSO everyone and in SDSF panel I see CPU/L is 100/46. While in this CEC only one LPAR is up and running, I have two other LPARs one for IFL and the other one for ICF, who else eat my CPU, I am capping this LPAR to 60 MSUs. I
