Hi Gadi. At last someone (Marna) has answered your question. Once you have z/OSMF set up installing the z/OS libraries and SMPE datasets is simple. It is called ‘adding a software instance’ and in this case it is created from a portable software instance which is like a glorified tar ball.

Installing a new version of z/OS using z/OSMF

Hi, I've been tasked with installing a new version of z/OS. The only way to do it these days is to use z/OSMF. I've done this many times using the ServerPac dialog, so I'm familiar with that process. We are currently using z/OS v2.3 which is already unsupported, so IBM is not really helping.
