For what it is worth, the U.S. Government publication COBOL-1961-Extended
(published as 1962-0668996, I believe) was based on 1959 COBOL work.
COBOL for the 1410/7010 had manual GC28-0327-5 published in 1966. (Note
the -5 in the pub number.)
COBOL for the 1401 was announced April 5, 1961.
