You have gotten excellent replies from Robert and Dan. You can sure use these 
resources as proof of that change.

I did activated TEMPDSN many moons ago, long before v1.13. But before you 
activate it, make sure all your system are at z/OS v1.13 before you attempt to 
activate it.

For myself, I would perhaps just wait for a silent time if I want to activate 
it. I'm just paranoid, don't really like to break my bread and butter systems. 
;-)

Beginning with z/OS 1.13, the activation of TEMPDSN no longer interferes with 
currently running processes, and it is safe to activate TEMPDSN without waiting 
for an IPL. If you compare the description of TEMPDSN in the 1.12 version of 
the RACF Security Administrator's Guide with its description in the 1.13 
version, you'll find following verbiage has been dropped from the 1.13 version.

And yes, I've being searched these manuals (zOS 1.13 Migration Guide and also I 
tried the "z/Architecture Principles of Operation " but again, I could not 
identified any piece of information about the TEMPDSN improvements came with 
the zOS V1R13.
I've already discussed with my customer all the information about the TEMPDSN I 
got from the RACF-L forum, however they want to see an official statement from 
IBM reporting about such improvement.

Definitively, I wouldn't like to bother you, but were you able to find that
