DD SYMBOLS=JCLONLY is irrelevant for system symbols. DD SYMBOLS=EXECSYS/CONVSYS for system symbols can be used regardless of the JES2 setting. With a not-that-clever trick of using one job to submit another, you can have system symbols substituted in the submitted job's JCL. Whether any of this
