Mystery solvedour problem was BMC Batch Optimizer...it was running on 
one test lpar but not the other, so our results were different.

See how much region was used by looking at the IEF374I message VIRT and EXT

I have a ticket opened with PL/I support and now I just opened up one with 
virtual storage manager.  We are due to go production on Sept. 28, and I cannot 
go forward with this.  Thanks.

In that case, what exits do you have on your two systems which control /
limit region size in batch jobs? 
Are they the same on both systems or might there be differences?
IMHO, it appears to me that those exits might need customizing to ensure
100MB of above-the-line region for all batch jobs (or, if easily
identifiable, those compiler jobs only).

Yes, that's the only error message.  I can get it to work with 0m and 60m.
IBM PL/I level 2 is telling me that the new compiler needs about 100m to
run.  It will run with 6m on my 1.9 base system that was generated in Jan.
08.  It doesn't run with 6m after I applied 700+ ptfs to my 1.9 system.

For storage below the 16M line, both 0M and 60M allocate all that's available.
(Actually, any figure above 16M allocates all below, unless you have an exit 
controlling it).

So, how big is your below the line private.
And, do you have any idea how much the PL/I compiler is using below the line?

In any case, this may be moot, because you have to allocate what is required.
So, you may have to change your compile PROCs.
