OK! Thanks to Sreejith's link, the picture is getting clearer.
Google's geolocation API provides an single interface over a variety
of geolocation techniques. It uses IP based, wifi based, cellular

There is one dirty solution. The technique that cellular geolocation
uses. Place several Wireless Access Points (APs) around with a maximum
separation of 200m. Then for the clients, its a simple case of finding
the nearest AP. That AP's position will be roughly the client's

and it is good. But it is CLI only. If it had a nice GUI, it would
have made a great DL manager for a normal user.
