Malkiat, I first of all the answer to your query.
The 'issue' file you're editing is dynamically edited during boot time. So
if you want a customized message you edit issue in your rc.local file.
Write the folliwing in your /etc/rc.local
echo /etc/issue.net
echo your message /etc/issue.net

But, for some reason client machines are not able to access specific
services on other web-servers/ftp server etc , e.g webmin running on
port 1, using special ftp client which uses port 1500
Are you by any chance using Squid or something for proxying..?
