But I have never tried anything that high. When I used IMail 8.15 I
stopped at about 200mb.

We have seen this same thing. You must increase the virtual host setting to be
the biggest you want anyone set to. In my opinion
it should use the individual settings, but it doesn't.

If you really want those few users to be unlimited, you need to set the
virtual host default mailbox size to 0 also. It will read the 60 for
the users set that way, then the others
in the individual users' setting. Something like
9 which would be approx 1GB

There is the field in Imail to set the Max Mailbox Size across an entire

Yes if you consider (as I do) 1MB to be 2**20.
Note that binary stuff expands when encoded so keep that in mind when
people complain about 2.9MB
