Hi,
 These could be leaf galls. Please refer to my previous posts on this. Also 
this tree does not look like Trewia nudiflora to me. My photographs of Trewia 
nudiflora are available in the archives of this group.

Attaching images of Trewia nudiflora leaves infested with blister disease. A 
search in the internet tells me that these blisters are caused by a fungus - 
Taphrina (http://www.britannica.com/EBchecked/topic/333773/leaf-blister).
