Though not included in that, but Pennell clearly mentions that the species
is related to S. elatior in which stamens are far exserted.

I wanted to check aerial bulbils in your plant, that is why I asked for more
photographs. The few leaves appear 3-lobed like that species, but aerial
bulbils are distinctive.
Otherwise S. sibirica remains the best match.

If I look at the keys in Flowers of Himalaya, the key says,
Stamens 4, corolla irregular, not two lipped - Digitalis,
Ellisiphyllum, Hemiphragma, Picrorhiza.
Corolla two lipped - Scrophularia, Mimulus, Lindenbergia, Oreosolon, Euphrasia
Frankly, to me this doesnt look like a two lipped corolla!!!
To me it looks more close to Leontopodium jacotianum!

stolons (not found in L. himalayanum/stracheyi), and unless we have
photographs of basal branches, it may be difficult from photographs.
