Every time we do a release, lot of issues in JIRA have their Fix
Versions just shifted to the next release. Why do we set this field
before the issue is actually fixed? The fix version does not denote
neither a plan to fix it before certain version, when it can be that
easily

I use it as a plan to myself (i.e. to prioritize my open JIRA). But I
think you are right. Except when we have blocker issues, setting the fix
version does not mean anything.
