That is a feature.
The nice part of it is that once you've checked the whole repo out, you
can add new modules at the top level with the normal cvs add command.

Set up the backup with the same allowroots and all.
You can use Rsync to keep the backup in sync with the master at
appropriate time intervals.
When the master fails all you've got to do is to let the backup assume
the identity of the master and you're rolling again.

An option is to simply erase the bad ,v files from the repository and
