Use $Log$ , this will be resolved at the time of checkin to the comment
that user provide while commiting the code to repository.

Well that means creating 1200 projects. CVS goes by project / module which
consists of multiple files. Better create a single project and to checkout
only one file use cvs co project/dirpath/filename

disable the keyword substitution then it is all other issue.

the repository admin cannot
modify it without doing some forceful work. Best is to put some Access Control
list that will limit all users but one to commit to Repository. Check the man
page or description for "commitinfo" file and you will find an answer.
