I understand WHY now. Since val-tags is just a cache,
where is the real tags repository. Again in my last
post, I said I did NOT see the deleted tag in val-tags
anymore, and don't see a tag that should still be there.

Ok, I deleted a CVS tag using
cvs rtag -d tagname proj
Now, when I do a check out with the tag, I get
cvs co -r tagname proj
cvs checkout: Updating proj/file1
cvs checkout: Updating proj/file2
cvs checkout: Updating proj/file3
