We use nearly the same tagging mechanism.
I wrote a shell 'script' continuously tagging a file via pserver with an
increasing tag number.
The tagging process did not slow down after 6000 tags or more, when I
interrupted the script.
The behaviour when checking out or updating with a specific tag
where they cannot access anything higher up than
/servers/xxx.com/. Also symlinking is not allowed for security reasons. So
the question is whether our directory structure can be addressed by CVS or
if there maybe is another way to achieve what we want?

we had the same problem here.
In our case, the RCS file of the file in question was not placed in the
Attic directory (as the error message correctly states), but the state
of the file is 'dead', anyway.
So, when trying to restore the file via adding or update -j r1 -j r2,
