That's a known issue, it's been down for months, and we don't really expect it
to come back.
All our releases are available over HTTPS from https://cyrusimap.org/releases/

I've tried to install a calendar server from calendarserver.org. That
software is based on components from cyrusimap. During the setup there is a
call for ftp.cyrusimap.org which fails with a "Connection timed out". It
has been like this for a couple of days.
