A couple of days ago gnURL was released in version 7.59.0, following the release of cURL 7.59.0.

The integration of signify doesn't look so good in the directory, but it should work. You can grab the sgnify key from https://ftp.infotropique.org/signify/libgnurl/ in about a day (maintenance work) or from the gnu ftp server.
