I meant that the announce list will have all subscribers moderated but
be open to subscription from anyone and the discussion list will have
all non subscribers moderated and be open to subscription from anyone. 

ie, I see 0 reason to try and confirm someone is a "official" mirror
admin before allowing them to subscribe to the lists. The announces can
be public as well since there's really no surprises since we announce
them a week ahead at least.

It actually is mirror-ad...@lists.fedoraproject.org (without the 's'
after admin). Which is probably irrelevant for this discussion.

Sounds good. It is not clear yet which list has which mail acceptance
policy but as it can be changed anytime this might also be something
which can be adapted to our needs.

We currently have 3 lists associated with mirrors. 2 of them are still
located at redhat.com and we want to move them over to our
infrastructure. 

mirror-adm...@lists.fedoraproject.org 

This list is open to all (but only allows posting to subscribers, I
moderate it and adrianr also does). This is usually the list we have
people with questions or issues post to to get help mirroring.

This list was for announcing new releases and sizes for mirrors so they
would know to sync up and how large our next release was and to expect
more traffic. It was setup back in the Fedora Core days so it was
restricted to only approved mirror admins (because it would get notice
