I continued my work on Romanian translation (master branch) and needed

I installed a recent Win32 development package, but the program does
not start, asking about libgcc_s_sjlj-1.dll file. It appears it has to
do with gcc-mingw32, but I am not used with
If you're building yourself, which I assume you are, pull your devlibs
up-to-date, pull trunk up-to-date, and then rebuild. If not, the file
can be found on the page
