Hi all,
I appreciate the immediate feedback in this thread. Given the quick feedback
and suggestions I received I wanted to create an RFC to be able to collect
everything and move forward. I’ve written it out and properly announced it here.

Is the test correct or do we want to be able to serialize/unserialize
DateTimeZone? If the test is correct, why do we not want to be able to
serialize/unserialize DateTimeZone objects?

We call strtolower/strtoupper for all 256 ASCII characters, but ASCII is
